Problem
Paying municipal taxes in Maputo meant trips and queues. The council wanted citizens and companies to check charges, pay and track requests at any time, and managers to have revenue indicators.
Solution
In the portal and app, e-Acácia brings together the municipal property tax (property lookup, automatic calculation, payment and exemption requests), the municipal vehicle tax (payment, ownership transfer and history), the economic activity fee, public transport licensing, inspection booking and verification of documents issued by the council. Through TechSolutions, I reviewed and tested the app and prepared its store submission.
Technical decisions
01
Authentication with an OTP code
On top of the password, the app asks for a verification code, because it handles payments and tax data for citizens and companies.
02
Bulk Excel import for managers
Council managers can load vehicles and public transport fleets from an Excel file instead of registering them one by one.
03
Self-service account deletion
Citizens can request account deletion in the app itself or by email, as the stores and data protection rules require.
