Problem
Member registration is done on paper. Cell agents work in rural areas without a network, and records must be validated level by level (district, province, national) with every change audited.
Solution
A prototype built for a politian party: a mobile app for agents to register members and a web app for managers to validate them, both in Quasar and Vue 3 with demo data. The technical docs define the offline sync contract, the territory-scoped permission model and the backend plan, which has not been built yet.
Technical decisions
01
Idempotent sync contract
Each offline operation carries a UUID, a local version and its dependencies, and the server answers per operation: applied, rejected or conflicted. Re-sending a batch never duplicates members. This is a documented design; in the prototype, sync is simulated.
02
Permissions always scoped to a territory
Each role (provincial or district admin, cell agent, auditor) only sees its own unit of the structure, and conflicts are resolved by a user one level up.
03
Member states with history
Pending, under review, approved, active or rejected, with each step's history shown on the member page and an audit screen.
04
Two apps, two contexts
The field app (offline) and the management app (online) have separate layouts. The plan swaps localStorage for SQLite via Capacitor in the real version.
